Slatsk Program: Empowering women from Artsakh
The “Slatsk” program seeks to increase the employability of displaced women from Nagorno-Karabakh by providing them with the knowledge and skills required to pursue sustainable livelihoods. The program targets up to 50 women refugees from Nagorno-Karabakh, prioritizing vulnerable groups. The main activities of the program include:
1. Reskilling – Providing participants comprehensive training and resources in key sectors with high rates of employability.
2. Entrepreneurship Support – Equipping participants women with entrepreneurial skills to support those interested in starting their own businesses, and providing them with mentorship.
3. Mental Health and Soft Skills Development –Enhancing the mental health and overall wellbeing of participants by providing a combination of soft skills training and targeted mental health support.
The “Slatsk” sub-grant program is being implemented by the ‘Hub Artsakh” NGO within the framework of the “EQUAL – EU 4 Women Empowerment in Armenia” program.
The project is implemented by OxYGen Foundation, European Partnership for Democracy NGO, Netherlands Helsinki Committee NGO, Women’s Support Center NGO, WINNET Goris Development Foundation in cooperation with Winnet Sweden NGO. The project is funded by the European Union.
1. Purpose
This tender seeks a qualified service provider to deliver training programs in one or both of the following fields to 50 women from Artsakh, with 20-25 participants in each field:
1. Field 1: Accounting
2. Field 2: Administrative Work
The objective is to equip participants with practical skills that enhance their employability and empower them to secure sustainable livelihoods.
2. Scope of Work
The selected service provider will be responsible for the following:
1. Curriculum Development:
○ Develop tailored training curricula for one or both of the following two fields:
■ Accounting: Fundamentals of bookkeeping, financial reporting, and software applications.
■ Administrative Work: Office management, communication skills, scheduling, and basic computer skills (e.g., Microsoft Office).
○ Ensure the curriculum addresses the specific needs and context of the participants.
2. Training Delivery:
○ Provide at least 24 hours of training per field over the project period (February 1 – April 30).
○ Use interactive and practical methods tailored to adult learners.
○ Incorporate real-life examples and case studies relevant to the participants’ context.
3. Participant Support:
○ Provide handouts, tools, and resources for participants.
○ Offer follow-up mentorship for participants (e.g., guidance on applying skills in real-world scenarios).
4. Monitoring and Reporting:
○ Monitor attendance and engagement levels throughout the program through participant lists provided by HA.
○ Submit a final report summarizing the training outcomes, participant feedback, and recommendations for future programs.
3. Eligibility
Eligible applicants must meet the following criteria:
● Proven experience in designing and delivering training programs in accounting and/or administrative work. ● Expertise in working with vulnerable groups, particularly displaced populations or women is desirable but not required.
● Availability of qualified trainers with relevant professional certifications or expertise.
● Ability to provide training in Armenian or with translation if needed.
● Located in Yerevan.
4. Timeline
● Tender Submission Deadline: January 14, 2025
● Contract Award Notification: January 20, 2025
● Project Implementation Period: February 1 – April 30, 2025
5. Budget
Bidders are expected to submit a financial offer that aligns with the scope of work and the expected deliverables. Bids must include the rate per person.
6. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
1. Technical Proposal (70%):
○ Relevance and quality of the proposed training methodology and curriculum.
○ Experience and qualifications of the organization and trainers.
○ Demonstrated understanding of the context and needs of the target group.
2. Financial Proposal (30%):
○ Cost-effectiveness and alignment with the proposed scope of work.
7. Submission Requirements
Interested applicants must submit the following documents:
● Technical Offer:
○ Training approach and methodology.
○ Proposed curriculum outline for both fields.
○ Profiles/CVs of trainers.
○ Organizational profile and relevant experience.
● Financial Offer:
○ Detailed budget, including trainer fees, materials, and other costs.
